Senior Cultural Resources Specialist (Finance)

Responsibilities:
• Participates as part of a project management team based upon the size and scope of the opportunities won. This may include being the project manager or advising other project managers and teams as needed.
• Working collaboratively with other experts in numerous locations across Tetra Tech's broad US geography.
• Developing and maintaining strong relationships with the Department of Defense (DoD) clients to maximize contract and project opportunities.
• Staying well-informed of Federal programs and opportunities contracted through existing relationships, developing new relationships, and participation in professional organizations.
• Meeting with key clients and potential clients to share Tetra Tech's capabilities and foster stronger client relationships.
• Supporting preparation of proposals, cost estimates, and business development materials.
• Provides technical guidance and expertise to others in support of their functions.
• Authoring cultural resource sections of NEPA documents.
• Managing field projects to include oversight of all survey plan development, data collection, and reporting, field inventory, monitoring, evaluative testing, and site mitigation within multiple states.
• Providing direction and coordination for technical crew members, including field directors and crew chiefs, to complete assigned tasks may be required based upon the project.
• Work with clients to develop Programmatic Agreements and complete other Section 106 compliance requirements.
• Serve as technical lead and mentor other cultural resources specialists to help develop their capabilities and grow the cultural resources program.
• Support the Cultural Resources Program Manager to develop new client relationships in both the government and commercial sectors.
• Other duties may be assigned.
Qualifications & Requirements:

• Must meet the Secretary of the Interior's professional standards for archaeology
• Must be able to qualify as a Principal Investigator on multiple regional agency cultural resource use permits or be listed as a PI on certain agency project specific permits.
• In-depth knowledge of cultural resource requirements.
• Prior experience writing NEPA cultural resource sections.
• Familiarity with DoD plans and processes.
• Prior experience conducting document reviews and writing technical documents.
• Direct experience with DoD cultural resource regulations and projects; Air Force is highly desired.
• Direct experience with DoD Section 106 compliance
• Knowledge of federal, state, and/or local regulations and statutes.
• Project management (i.e., budget, schedule, scope, quality).
• Data collection, environmental impact analysis, and report writing.
• Previous experience with GIS data collection and software highly desired.
• Previous experience with specialized mitigation projects, such as cemetery relocation.
• Expert specialized skills such as photogrammetry and dashboard development highly desired.
This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.
Education & Experience:
• Master of Arts in Anthropology/Archaeology with a concentration in North American Archaeology.
• Must have attended an archaeological field school and have at least 10 years of North American cultural resource management experience.
• Must have prior experience supervising staff.
• Must have prior experience leading business development efforts and a proven history of growing a cultural resources department.
Supervisory Responsibilities:
This position requires supervision of up to 10 junior and mid-level cultural resources staff, comprising field technicians, crew chiefs, field directors, technical writers, and/or GIS specialists.

However occasional travel and onsite work may be required which could require lifting up to 50 pounds, traversing uneven terrain during field work, and standing long periods of time.
Work Environment:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. That can be work from a home office of in a Tetra Tech office. At times, the employee may be required to travel for field work to complete site investigation and data gathering. The employee may be required to work outdoors in inclement weather conditions as needed to maintain project schedules.
Language & Communication Skills:
The employee must be fluent in the English language and able to communicate effectively in both oral and written forms. The employee will be required to make presentations at conferences and to clients, and the employee will be responsible for providing high quality written products to include presentations, reports, and proposals.
Mathematical Skills:
The employee must be able to perform basic math as needed to support project management (i.e., maintaining project budgets and providing accurate schedule and progress updates).
Other Skills:
The employee must have strong computer skills and be able to use common software needed for project management and product development (such as Microsoft Office, Microsoft Project, and Adobe Pro). Expertise with GIS and photogrammetry software is required.
