ORGANIZATIONAL SUMMARY:
The USF Institute for Applied Engineering (IAE) is a Florida not-for-profit corporation and USF Direct Support Organization organized to support and benefit the University of South Florida including without limitation the USF College of Engineering. IAE provides agile, best value engineering products and services to enhance the performance, effectiveness and safety of its customers, including the Department of Defense; other federal, state and local agencies; and industry. The Institute provides these engineering solutions in alignment with its core competencies: Autonomous Systems; Human Performance Enhancement; Data Analytics; Cyber and Electromagnetic Domain Security; and Transportation and Energy infrastructure.
POSITION SUMMARY:
The Project Manager is responsible for the overall management of a collection of IAE projects, programs, task orders, subcontracts and contracts. This position is responsible for assembling a cross functional team, assigning responsibilities, and managing cost, schedule, performance, supportability, and resources to ensure timely completion of assigned efforts. The position ensures that IAE meets the requirements of each effort including all reporting requirements and contract deliverables. This position is primarily responsible for the planning, organizing, and managing of resources to ensure the successful completion of specific project goals and objectives. Typically, this position must adhere to definite timelines, reporting requirements (of each effort) and meet deadlines for specific deliverables. This position acts as a principal project consultant to other agencies, customers, and subcontractors.
SPECIAL REQUIREMENTS:
Positions in the Institute of Applied Engineering may require a security clearance or non-disclosure agreement.
RESPONSIBILITIES:
Analyzes client needs, determines and evaluates potential solutions, develops project specifications and requirements, and defines operations, tools, and training to meet those requirements. Develops the project schedule and plan to ensure timely completion of the project. Obtains management and client agreement with the project plan and timeline and advises of any obstacles or resource needs that may affect completion of the project as planned. Assembles the project team, identifies competencies, and assigns resources to project tasks appropriate to each individual's knowledge, skill, and abilities.
Defines and disseminates methods for communication of project status. Communicates project goals, monitors project progress, and adjusts resources as necessary to keep the project on track. Applies project management tools and tracking systems to manage all aspects of project progress.
Develops operational policies, resource documents, and training documents, including documentation of best standards and practices. Establishes policies, standards, and procedures to ensure useful and readily accessible project status
Designs integrated solutions, which may include tools, trainings, and reports, as well as requirements for project queries, applications, databases, data capture forms, online web pages, and related systems. Structures, implements, and maintains defined operational standards.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in a related field and 2 years of project management or coordination experience; Some positions may require project management certification.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
PREFERRED:
A Bachelor's degree in an area of specialization appropriate for the program and 4 years of project management experience. Knowledge/experience working with Department of Defense and/or University projects/contracts a plus.
