IT Business Systems Analyst lll (Finance)
In this role, the IT Business Systems Analyst III will be responsible for providing Tier 2 support for business-critical applications, troubleshooting issues, and ensuring the seamless performance of systems by coordinating with vendors and working closely with internal users. The position will also involve configuring and supporting off-the-shelf business solutions that meet the specific needs of the Environmental Health Department.
Key duties include conducting thorough systems analysis and design of business processes, evaluating current and proposed information, reviewing business process flows, and staying informed on emerging technology hardware and software. The role also includes the development and documentation of user requirements based on end-user input, and the design, installation, and testing of new or modified processes and systems.
Additionally, the IT Business Systems Analyst III will take on project management responsibilities, overseeing goals, team roles and responsibilities, scheduling, prioritization, communication, and risk management. This position involves the development of detailed project work plans, monitoring of project resources, including staff time, vendor work, and finances, and the preparation of project documents such as feasibility studies, cost/benefit analyses, and quality assurance reports.
The incumbent will have frequent interaction with internal support teams, including DBAs, System Administrators, Technical Support, Application Support, Help Desk, and Business Relationship Managers, as well as countywide stakeholders and external consultants. This collaborative environment ensures that the IT systems and solutions provided are effective, efficient, and meet the evolving needs of the Environmental Health Department.
The ideal candidate for the IT Business Systems Analyst III position will have a strong mix of technical expertise and business analysis skills, with experience in systems analysis, project specification development, and creating or modifying technical and user documentation. They will also possess experience with flow process diagrams, systems analysis, and quality assurance standards is highly desirable.
Preferred qualifications include knowledge of installation, testing, and migration for third-party applications, particularly Commercial Off-The-Shelf (COTS) permitting systems, along with proficiency in SSIS integration tools. Familiarity with Power Automate, Wrike Project Management Software, cost-benefit analysis, Requests for Proposals (RFPs), Statements of Work (SOWs), and an understanding of the Riverside County Purchasing Process is also highly desirable.
Key qualifications for this position include proficiency with database management systems and SQL Server (SSMS, DBMS), familiarity with ServiceNow, Microsoft Power Platform (Power Apps), reporting tools such as Power BI and SSRS, and SharePoint. The candidate should have a solid understanding of programming (C#/.NET) and be familiar with or proficient in PeopleSoft and Laserfiche.
Candidates with 3- 5 years of IT Project Management experience is highly preferred.

• Provide customer support, training, and problem analysis for software applications.Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).
Experience: Four years of successful journey level IT job-related experience, one year of which included either lead person duties or technically advanced IT job-related work (One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement).
Knowledge of: The principles, methods and techniques used in the course of work for the IT Business Systems Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval.
Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
Required IT-Related Skills: Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.
Preferred IT-Related Skills: Internal consulting with clients at various levels of the organization; writing code and scripts; writing process descriptions; work with client server environments. Other Requirements
License: Possession of a valid California Driver's License may be required.
A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.
